Border Crossing States (U.S.-Mex) PP ? SENTRI/FAST Status
(Proposed) Port of Brownsville (Brownsville Navigation District) Bridge Texas - Tamaulipas PP issued Oct 1997   No immediate plans to build this proposed commercial-only bridge. Port of Brownsville consultant met with GSA in Jan 08 to review the 2004 site master plan and solicit GSA's input regarding current CBP requirements.
Veterans Bridge at Los Tomates/Matamoros III Texas - Tamaulipas PP issued Oct 1993 SENTRI/FAST Sponsors notified State Dept of intent to apply for PP amendment in order to build 2nd bridge span
Gateway/Matamoros II Bridge Texas - Tamaulipas Predates PP process   GSA plans to start design in FY10 for a FY12 construction start on proposed expansion of the LPOE.
(Proposed) Brownsville/West Rail Bypass Project Texas - Tamaulipas PP issued Oct 2004   Will take trains out of downtown Brownsville/Matamoros; if built, the B&M Rail Bridge will be closed to rail traffic; vehicle portion of B&M bridge to remain open; former rail line may be used as toll road. Engineering design 85% complete; county has acquired 70% of land; $27M committed to U.S.-side of project; Developing USCG permit
Los Indio-Lucio Blanco Free Trade Bridge Texas - Tamaulipas PP issued Oct 1990   No projects planned for this bridge; only crossing for "transmigrantes" headed thru Mexico to Central or S. America
Progreso/Nuevo Progreso Bridge Texas - Tamaulipas Predates PP process   U.S.-side owner made enhancements to allow for commercial traffic. GSA studying expansion project for leased LPOE.
(Proposed) Donna-Rio Bravo International Bridge Texas - Tamaulipas PP issued Aug 1979   Planned six-lane, 1,000-foot bridge to process POV traffic; GSA to begin POE construction in 2008, complete by 2010; Tamaulipas rec'd concession from SCT.
Pharr-Reynosa Bridge Texas - Tamaulipas PP issued Dec 1978 FAST Sponsors have notified State Dept of intent to build 2nd span, which would require amending PP
Hidalgo-Reynosa Bridge Texas - Tamaulipas Predates PP process SENTRI GSA/CBP studying requirements for expansion project for leased LPOE.
(Under construction) Anzalduas International Bridge Texas - Tamaulipas PP issued July 1999   Initially will be POV-only in accordance with terms of its permit; construction began in 2007, to be completed in 2009

Rio Grande City-Cd Camargo Bridge Texas - Tamaulipas Predates PP process   GSA work on expansion of the U.S. side is complete
(Closed) Roma-Miguel Aleman Suspension Bridge Texas - Tamaulipas Predates PP process   Closed in 1978 because bridge is structurally unsound; condemned by US Coast Guard; if/when cabling is replaced it would only be a pedestrian bridge; awaiting engineering assessment
Roma-Miguel Aleman Bridge Texas - Tamaulipas Predates PP process   Lease for the inspection facilities expires in 2009; CBP has expressed a need to enlarge the inspection area
(Competing proposals) Laredo V Bridge Texas - Tamaulipas PP appls on hold   Laredo submitted PP application in Sep 2003; Webb County submitted a competing PP application in April 2004; city and county need to agree on unified Laredo V bridge project; new city & county leadership have independent consultant reviewing proposals; N Laredo has proposed 3rd site
Laredo II (Lincoln/Juarez) Bridge Texas - Tamaulipas Predates PP process SENTRI POV/bus-only; GSA/CBP studying requirements to expand the LPOE. Posible design start in FY2012 and construction start in FY2014.
Laredo I (Convent St) Bridge Texas - Tamaulipas Predates PP process   GSA plans to start design of LPOE renovation and expansion in FY2012 with construction start in FY2014.
(Proposed) Laredo-Nuevo Laredo Rail Bridge Texas - Tamaulipas PP issued May 1995   Union Pacific Railroad has no immediate plans to build bridge; would compete with proposed Colombia-Webb County Rail Bridge
Laredo IV (World Trade) Bridge Texas - Tamaulipas PP issued Oct 1994 FAST Busiest southern crossing for commercial traffic. In 2003, Laredo requested PP amendment to remove restriction on hazardous materials (HAZMAT); progress on this request is pending City actions and TxDOT and GSA approval GSA, the City, CBP and FHWA are jointly working on a project to increase the number of inbound truck lanes from 8 to 15 with associated expansion of other internal LPOE facilities.
Laredo III (Colombia) Bridge Texas - Nuevo Leon PP issued Mar 1990   No near-term plans for changes to bridge or inspection facilities; current HAZMAT bridge in Laredo area; under-utilized for commercial & POV traffic
(Proposed) Colombia - Webb County Railroad Bridge Texas - Nuevo Leon Applied Aug 2007   Applicant responding to comments on Presidential permit application
Eagle Pass II/Piedras Negras Bridge Texas - Coahuila PP issued April 1996   City talking about donating inspection area land to GSA. GSA has held up the design of a new, permanent inspection facility until it receives land
(Closed) La Linda/Heath Canyon-Boquillas del Carmen Bridge Texas - Coahuila Predates PP process   Closed in 1997; NGO wants to re-open to promote eco-tourism; unlikely to be reopened, due mainly to CBP security/staffing concerns
Presidio-Ojinaga Texas - Coahuila PP issued July 1976   No near-term plans to refurbish or expand the U.S. side facilities; GSA working with landlord to add lanes and booths at this leased LPOE.
Fabens/Caseta Texas - Coahuila No   This LPOE and bridge will be demolished when the new Tornillo/Guadalupe bridge opens.
(Proposed) Tornillo-Guadalupe International Bridge Texas - Coahuila PP issued Mar 2005   USCG and USACE permits must be obtained; construction of inspection facilities to begin in 2010 & open in 2012; priority project for CBP/GSA
Ysleta/Zaragoza Expansion Texas - Chihuahua PP issued June 1987 SENTRI/FAST Expansion project to add inspection booths for commercial traffic but not lanes; once finished will have 10 FAST-capable lanes on U.S. side
Paso del Norte (PDN) Expansion Texas - Chihuahua Predates PP process   GSA has awarded a construction contract for expansion/renovation; there is a 900 day construction period beginning spring 2007
(Concept) Hyperborder "Bridge for Prosperity" Texas - Chihuahua     Private proposal for a pedestrian bridge/cultural museum between Cd Juarez and El Paso
(Proposed) Sunland Park, New Mexico/Anapra NM - Chihuahua     City working on PP application. Not on CBP priority list.
Santa Teresa, New Mexico Crossing NM - Chihuahua   FAST GSA is working on a project to expand the truck parking area and add an Exit Booth.

Columbus-Palomas POE NM - Chihuahua     GSA design for POE expansion underway for construction 2010-2012; CBP priority; awaiting dip note from GoM re: crossing points
Douglas-Agua Prieta Crossing Arizona - Sonora     CBP priority; GSA plans design for Phase 1 expansion project to begin in 2009; construction from 2011-2013
Naco-Agua Prieta Rail Crossing Arizona - Sonora     Rail line no longer used; Mexican interest in reopening it, but would need to purchase from U.S. owner

San Luis I-San Luis Rio Colorado I Arizona - Sonora     Busiest POV crossing on the Arizona-Mexico border; When San Luis II is operational, this crossing will cease to handle commercial traffic; GSA has a plan to expand the capacity of this crossing to better handle POV and pedestrian traffic only; Design phase 2008-2010/Construction phase 2010-2012
(In construction) San Luis II-San Luis Rio Colorado II Arizona - Sonora PP issued June 2007   GSA received permit for new commercial crossing; GYPA received permit in Oct 2007 for relocated cattle crossing; Design-build contract runs 2007-2009.
Andrade/Algadones Project California - Baja California     GSA's plan for a capital project is on hold. GSA is presently working on a $2 million renovation project to improve operations at the POE.
Calexico - Mexicali Crossing Project California - Baja California   FAST Expansion is CBP priority; GSA began design phase in 2007; Phase 1 Construction scheduled for 2010 for covering the new river. Phase 2 construction scheduled for 2011.
Calexico-Mexicali Aggregate Products Conveyor Belt Project California - Baja California PP issued April 2003   Conveyor belt began operations bringing aggregate from Mexico to CA in late 2007 after some complications with local Mexican operating permits
(Proposed) Calexico/Mexicali Silicon Border Development POE California - Baja California Concept phase   Proposed high tech industrial complex on Mex side of the border; proposed POE would be located west of Calexico and Mexicali; Likely several years before EA is completed and PP appl. submitted; company ING has pledged money over next 20 yrs to develop site
(Proposed) Otay Mesa Austin Industries Conveyor Belt California - Baja California Applied for PP in 2001   Plans to bring aggregate from Baja CA to CA
(Proposed) Otay Mesa East Crossing California - Baja California Applied for PP in 2008   CBP/GSA's 3rd priority after San Ysidro upgrade project and San Luis II; Caltrans plans to break ground in 2012; open by 2014; Caltrans submitted PP app in Jan 08
San Ysidro/El Chaparral Crossing Expansion Project California - Baja California No SENTRI Large and costly expansion project of world's busiest border crossing; CBP #1 priority; 3-phase construction, with phase 1 to begin in 2008 with completion in 2014; total cost $600 million+
