Truck Transportation through Border Points of Entry: Analysis of Coordination Systems (2002)
TABLE OF CONTENTS
- Truck Transportation through Border Points of Entry: Analysis of Coordination Systems (English PPT) (Espanol PPT) (text-only version) — This report summarizes findings of a binational study examining stakeholder coordination problems that compromise the efficiency and integrity of the U.S. – Mexico border-crossing process for truck trade. Findings cover analysis of the roles of public and private-sector stakeholders in the border-crossing process; assessment of prevailing coordination systems in place at the border though stakeholder interviews and port-of-entry site visits; identification of the cause and effect of problems resulting from a lack of stakeholder coordination; alternative stakeholder coordination systems; and estimates of the economic impact of coordination alternatives where possible.
- Appendix A: Summary of Literature Review — A summary of the literature reviewed for the study. (text-only version)
- Appendix B: Description of the Northbound Border-Crossing Process — This document provides a step-by-step account of the conventional northbound border-crossing process for truck-borne trade. It includes descriptions of stakeholder activities that depict the flow of goods and documentation. The southbound border-crossing process is substantially different from the northbound process and is not addressed in this document. (text-only version)
- Appendix C: Summary of Stakeholder Interviews — This document details who was interviewed for the study, and lists their main areas of concern and suggestions. (text-only version)
- Appendix D: Description of Coordination Problems and Alternatives — This document outlines the problems and alternatives identified in the study. This includes problems within planning, demand management, physical layout and truck movement, staff management, stakeholder coordination, standard and information management. (text-only version)
- Appendix E: Quantification of Impacts of Alternatives — This section examines the benefit-cost approach of POEs and border delays. The costs examined included increased traffic, air pollution and freight delays, as well as value pricing, leveling the flow of traffic, and increased incentives for pre-clearance programs.
