ACTIVITIES (For which funding is being sought)

1.0 Introduction

This work plan has been developed in accordance with the functions of the US/Mexico Joint Working Committee (JWC) as identified in the transition plan with an emphasis on the topics discussed during the interviews conducted by the coordinators. This document presents the activities of the JWC for November of 1998 to November of 2000. The JWC is not and should not become a bureaucratic entity, nor will it intervene directly in the decision-making processes of Mexico and the United States and their individual states. The JWC is a forum of communication and coordination for facilitating the planning and programming actions while strictly respecting the originality and specificity of the planning processes in both countries.

2.0 Goals

The JWC plan for the next two years has four principal goals:

  1. Support for the binational planning processes at the federal, state, and local levels
  2. Coordinate the federal, state, and local planning processes within and between both countries.
  3. Encourage the implementation of innovative solutions to improve border efficiency.
  4. Provide technical assistance.
3.0 Objectives and Activities

These objectives and activities were organized according to the principal goals outlined above.

3.1 Support of the binational planning processes at the federal, state, and local levels

3.1.1. Data Bases
Objective 1
Implementation and maintenance of easily accessible data

Activities
  1. Consolidate the institutional procedures in order to facilitate the update of information.
    1. Update the data base (JWC ACTIVITY)
    2. Continue to work with all appropriate agencies and research institutions (MPOS, local governments, universities...etc.) in Southern California and Baja California to identify available information sources. (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  2. Consolidate mechanisms for regular information interchange between the states, FHWA and SCT.
    1. Provide input to FHWA and SCT on a regular basis (TxDOT/CHIHUAHUA, COAHUILA, NUEVO LEON, TAMAULIPAS ACTIVITY)
    2. Develop a system that uses web-based tools to access state and state international border area general planning data. ( Ongoing activity is expected to be completed by July of 1999, Funded)(NMSH & TD/CHIHUAHUA ACTIVITY)

Objective 2
Coordination of GIS System

Activities
  1. Support the development of bi-state GIS systems
    1. Exchange information on Traffic Modeling, Mapping/GIS (Ongoing activity, Funded) (TxDOT/TAMAULIPAS, CHIHUAHUA, COAHUILA, NUEVO LEON ACTIVITY)

    3. Continue to work with the San Diego Association of Governments (SANDAG), and the Municipalities of Tijuana and Mexicali to develop GIS land use maps and other databases. (Ongoing Activity, Funded)(CALTRANS/BAJA CALIFORNIA)
  2. Support the integration of a border binational GIS by creating permanent institutional linkages between bistatal GIS, FHWA, & SCT.
    1. Provide input to FHWA & SCT on a regular basis (Ongoing activity, Funded) (TxDOT/ TAMAULIPAS, CHIHUAHUA, COAHUILA, NUEVO LEON ACTIVITY)
  3. Increase coordination between the local planning agencies and research institutions in Mexico and the US in order to insure consistency with the sources of information and to provide input to the bi-state GIS.
    1. Continue supporting this activity with partner agencies such as SANDAG, Southern California Association of Governments, SCAG, San Diego State University, National Oceanic and Atmospheric Administration, El Colegio de la Frontera Norte, Universidad Autonoma de Baja California, etc.).   4. Support funding opportunities for the integration bi-state GIS.
    1. Promote and support harmonization of hardware and GIS software platforms between those used by Southern California Transportation Planning agencies (Caltrans, SANDAG, Imperial Valley Association of Governments (IVAG) and SCAG) and Baja California, Mexico.   5. Support planning of the border crossings and border cities using GIS.
    1. Conduct an assessment program of the Border States in Mexico to optimize the use of GIS in planning of the border crossings and for the evaluation of the transportation infrastructure impacts on the border cities. (FY 99 & 00, SCT ACTIVITY)

3.1.2 Ongoing Diagnosis and Analysis of Trends

Objective
To update the analysis of the POEs along the border.

Activities
  1. Update the trends analysis of the border POEs and transportation infrastructure
    1. Continual technical coordination among the 10 border states (JWC ACTIVITY)
    2. To develop transportation trend analysis that will assist binational planning including but not limited to the following POEs:
      San Diego/Tijuana/Tecate/Mexicali/Calexico
      Nogales/Nogales
      Ciudad Juarez/El Paso Region/ Santa Teresa/San Jeronimo
      Laredo/Columbia/Nuevo Laredo
      Piedras Negras/Eagle Pass
      Douglas/Agua Prieta

    3. Compile the TxDOT Border Region Traffic Trends Report Study (Ongoing activity, Funded) (TxDOT/ CHIHUAHUA, NUEVO LEON, COAHUILA, TAMAULIPAS ACTIVITY)
    4. Continue data collection activities and analyses, involving California/Mexico traffic, trade, and goods movement. (Ongoing Activity, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    5. Conduct a capacity analysis of the largest commercial transportation corridors in Mexico to the United States (SCT ACTIVITY)
  2. Interchange traffic model information between the US and Mexico and create bi-state models to study possible improvements in the border Port of Entries.
    1. Continue to work with SANDAG and the municipality of Tijuana to develop a San Diego/Tijuana Binational Traffic model for use in studies pertaining to border transportation improvements. (FY 1999-00) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    2. Work with IVAG, and the municipality of Mexicali to expand the database to improve the binational transportation model for the Imperial County/Mexicali region. (FY 1999-00 Funded) (CALTRANS / BAJA CALIFORNIA ACTIVITY)
    3. Compile & disseminate the Planning Activities Report along the Texas/Mexican Border (Ongoing activity, Funded) (TxDOT/ CHIHUAHUA, NUEVO LEON, COAHUILA, TAMAULIPAS ACTIVITY)
  3. Conduct origin-destination studies in the POEs in order to update the 1995 information
    1. Perform on-site origin and destination surveys at each of the California/Mexico POEs to update surveys completed in 1995. (FY 99-00, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)

3.1.3 Methodologies

Objective
Identify the available methodologies to improve the federal, state & and local planning processes

Activities
  1. Refine the cost benefit analysis methodology for new projects
    1. Reinforce the methodologies used for the cost benefit analysis on new border crossing projects in coordination with the Binational Bridges and Border Crossings Group. (FY 99,00, SCT ACTIVITY/Applicable US STATE ACTIVITY).
  2. Share current methodologies to project future transborder vehicular flow.
    1. Work with the US Customs Service, California Division to create a joint mechanism to coordinate and provide technical assistance in matters relative to traffic movements at International Ports of Entry. (Ongoing activity, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  3. Interchange information on existing models
    1. State-to-State meetings and exchange visits (see BTEP activities) (TxDOT/ CHIHUAHUA,NUEVO LEON,COAHUILA, TAMAULIPAS ACTIVITY)
    2. Encourage sister cities and MPO discussions on local planning issues (Ongoing activity, Funded)(TxDOT/ CHIHUAHUA, NUEVO LEON, COAHUILA, TAMAULIPAS ACTIVITY)
    3. Conduct Texas-Mexico Institutional Relationship Study (Ongoing activity, Funded) (TxDOT / CHIHUAHUA, NUEVO LEON, COAHUILA, TAMAULIPAS ACTIVITY)
    4. Include the Mexican State of Chihuahua in the New Mexico State Transportation Improvements Plan (STIP) and Annual State standards meeting. They will also be invited to participate in the planning processes. (NMSH & TD/CHIHUAHUA ACTIVITY)

3.1.4. Case Studies

Objective
To analyze the transportation efficiency at the POEs and to identify opportunities for improvement.

3.2 Coordinate the federal, state & local planning processes with in and between both countries

3.2.1. Long Term Planning

Objective
To promote binational planning at the federal, state & local levels along the border

Activities
  1. Virginia Avenue/El Chaparral Port of Entry - Continue to work with US and Mexican agencies (local, state, & federal) to identify a preferred use for this POE (FY 99-00, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  2. Otay Mesa East Port of Entry Proposal - Work with County of San Diego, City of San Diego, Municipality of Tijuana, and SAHOPE to develop and implement binational corridor preservation strategies for the proposed binational corridor of State Route 11/Tijuana 2000. (FY 99-00, Funded ) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  3. Rural Highway 94 Corridor Study - Will work with SANDAG, the Municipality of Tecate and SAHOPE to develop transportation alternatives to accommodate future binational traffic growth from Baja California (FY 99, Funded)(CALTRANS/BAJA CALIFORNIA ACTIVITY)
  4. Jacumba/Jacume Port of Entry Proposal - Work with SANDAG & the State of Baja California to determine the viability of opening a POE in the vicinity of this location.(CALTRANS/BAJA CALIFORNIA ACTIVITY)
  5. Calexico/Mexicali Port of Entry - Work with US and Mexican agencies to determine viability of alternative transportation uses for the former commercial vehicle crossing at downtown Calexico. (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  6. Andrade/Algodones Port of Entry Expansion Proposal - Continue to coordinate with US and Mexico agencies and provide technical assistance to the Quechan Indian Tribe and the Municipality of Mexicali as they proceed with detailed studies to identify infrastructure needs and costs needed for this proposed expansion. (FY 99-00, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
  7. Coordinate the respective construction programs of Arizona and Sonora (November 1998, Funded, AzDOT Administrative budget) (AzDOT/SONORA ACTIVITY).

  10. Implement Activities Along the identified in the Texas-Mexico Border Report (BTEP activity, Funded) (TxDOT/ CHIHUAHUA, NUEVO LEON, COAHUILA, TAMAULIPAS ACTIVITY)
  11. Include the Mexican State of Chihuahua in the New Mexico State Highway & Transportation Department long range planning process. (NMSH & TD/ CHIHUAHUA ACTIVITY)
  12. Continue the exchange of information with Federal, State and Municipal transportation agencies of the State of Chihuahua (NMSH&TD/CHIHUAHUA ACTIVITY)
  13. San Jeronimo/Santa Teresa -Improve the land connections on both sides of the border(FY 99 & 00, SCT/ NMSH & TD ACTIVITY)
  14. La Linda/Heath Canyon -Support the development of regional economic studies (FY 99 & 00,SCT ACTIVITY)
  15. Nuevo Progresso/Progresso - Support state efforts to replace the existing bridge (FY 99 & 00,SCT ACTIVITY)

3.3 Encourage implementation of innovative solutions to improve border-crossing efficiency

3.3.1. New Technologies

Objective
To encourage the implementation of innovative technologies including Intelligent Transportation Systems to improve border crossing efficiency

Activities
  1. Support the states efforts to develop advanced transportation systems with compatible architectures
    1. Continue developing a "International Border/Commercial Vehicle Operations" Element of the Priority Corridor ITS Strategic Plan which will identify the technology needs of the commercial freight industry in southern California and will recommend appropriate advanced transportation systems and technologies to meet them. (FY 1999 , Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    2. Coordinate with industry representatives (i.e., shippers, carriers, customs brokers, etc.) to add an intermodal capability to the advanced traffic management and traveler information systems implemented at the San Diego Intermodal Transportation Management Center. (FY 1999 ,Funded) (CALTRANS /BAJA CALIFORNIA ACTIVITY)
  2. Create communication mechanisms between the JWC and the Trilateral Land Transportation Safety Committee Technical coordination Group 4 (Science and Technology) (LTTS TCG Group 4) forums on topics such as the impact SENTRI, NATAP...etc. on border traffic and infrastructure
    1. Conduct a demonstration of the latest ITS and other technologies being utilized at the Anthony, New Mexico. (Early 1999, Funded TITEP funds) (NMSH & TD/CHIHUAHUA ACTIVITY)

3.3.2. Financing

Objective
To Encourage Innovative Financing Methods

Activities
  1. Disseminate financial mechanisms at the state and local levels
    1. Continue to work with local, state, and federal agencies and private industry to promote partnership funding and/or appropriate privatization opportunities. (Ongoing, Funded ) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    2. San Diego Arizona & Eastern Railway - Continue to work with US and Mexican federal, state and local agencies and the San Diego & Imperial Valley Railroad to investigate additional funding mechanisms to open this rail line. (FY 99, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)

3.3.3. Intermodalism and Logistics Services

Objective 1
To study intermodalism as a means of alleviating congestion at the border crossings

Activities
  1. Explore opportunities with intermodal platforms on the border
    1. Provide technical assistance and coordinate with federal agencies, rail freight industry, trucking industry, and other shippers and carriers to explore intermodal freight transfer opportunities at appropriate POEs. (FY99 , Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    2. Facilitate coordination and communication between Mexican Officials and Arizona. s CANAMEX Task Force (August 1998, Funded, AzDOT Administrative Budget) (AzDOT/SONORA ACTIVITY)
    3. Promote and support San Diego. s Metropolitan Transit Development Board (MTDB) and the Municipality of Tijuana in the development of a MTDB /Tijuana Trolley Transportation Advisory Committee. The primary objective of this committee is to ensure the compatibility of equipment used on the San Diego and Tijuana Trolleys. (FY99, Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    4. Work with US and Mexican transit agencies, and other federal, state, local agencies, and private operators to plan and develop improved California/Mexico transit and public transportation connections at or adjacent to international ports of entry. Objective 2
Study the impact of new logistics practices on congestion in the POEs.

  1. Support the creation of truck routes in some cities along the border.
    1. Work with the appropriate US and Mexican agencies to plan and develop truck routes serving the Otay Mesa and East Calexico Ports of Entry. (FY99 Funded) (CALTRANS/BAJA CALIFORNIA ACTIVITY)
    2. Work with IMIP (Municipal Planning and Research Institute) of Cuidad Juarez to develop and plan truck routes serving El Paso/ Juarez Region. (FY 99 & 00, Funded) (NMSH & TD/TxDOT/CHIHUAHUA ACTIVITY)
  2. OTHER
    1. Explore the possibility of large-scale application of Pre-clearance and pre-inspections practices in both countries. (FY 99 & 00, JWC ACTIVITY)

Under Logistic Services, New Mexico will continue pursuing with their governing body, "the Highway Commission," the establishment of a policy that will provide bilingual highway signing and metric markings to all New Mexico highways in the border area.     3. Improve the relationship & coordination between the Trilateral Land Transportation Safety Committee Technical Coordination Group 4 (Science and Technology) (LTTS TCG Group 4) in order to be kept up to date on technological advances (JWC ACTIVITY)
